The Standards, Utility and Wildlife Court (Electricity Court), on 24th June 2019, sentenced a one Shamil Mukasa to 5 Years imprisonment for carrying out electrical installation without an Installation Permit, Interference with Electrical Installations, obtaining money by false pretense and conspiracy to commit a misdemeanor, contrary to Section 87, sub sections (1) and (2) of the Electricity Act, 1999, and Sections 305 and 319 of the Penal Code Act.

The Sentencing of Shamil Mukasa preceded a case reported to ERA in February 2018, by Ms. Bako Lydia, a resident of Kaliiti-Kaddu Estate in Wakiso District, accusing him of having promised residents of Kaliiti-Kaddu Estate electrical installations and electricity connections at a cost of UGX.8,500,000 (Eight Million, Five Hundred Thousand Only), money which was paid to Mukasa.

ERA working with the Police Criminal Investigations Directorate conducted investigations and in February 2018 Shamil Mubiru was arrested. He was produced in court and was found guilty of committing the crimes.

Magistrate Stella Maris Amabilis sentenced Shamil Mubiru. The sentencing of Shamil Mukasa is a landmark success in the fight against illegal connections, tempering with electricity installations and money extortion which are some of the problems affecting Uganda’s Electricity Supply Industry.
