The Electricity Regulatory Authority (ERA) is saddened to announce the passing on of Eng. Fabian Rwamwema Tibeita, a Member of the Board (Authority), who passed away on Sunday, 24th November 2019 in Kampala.

The late Eng. Tibeita has been a strong pillar of the Authority, which he served as Member for a tenure of Eight (8) years, 2011 – 2019. He chaired the Human Resources Committee of the Authority; and was a Member of the Technical Committee to which he provided invaluable oversight on ERA’s key functional areas that has seen the Institution transform and grow from strength to strength.

Eng. Tibeita is especially credited for introducing a stringent Staff Recruitment and Performance Appraisal system for the Electricity Regulatory Authority, which has contributed to Uganda being ranked No. 1 in the African Development Bank’s Electricity Regulatory Index for Africa for the second time now.

He will be remembered for his intelligence, meticulousness, attention to detail, kindness, humble and calm demeanour.

Eng. Tibeita was a 1st Class Graduate of Bachelor of Science in Mechanical Engineering from University of Nairobi. He served in the Public Sector for over 30 years, with 28 years of this service being in Senior Management positions and directorships. At the time of his retirement from Public Service, Eng. Tibeita had been serving as the Director General of the East African Development Bank for 11 years. He also served on 19 Boards in Uganda, Kenya and Tanzania in the capacities of Chairman and Member.

Eng. Tibeita previously chaired the Board of Uganda Coffee Development Authority and was a Member of the Board of IPS Limited, Vipugo Plantation (K) Limited, Uganda Cement Industries Limited, Nytil Uganda Limited, Mabati Rolling Mills (K) Limited, and Universal Electronics (K) Limited.

Before joining ERA, he was a Board Member of Standard Chartered Bank for 13 years. While serving as a Board Member of ERA, Eng. Tibeita concurrently served as the Board Chairman of Crest Foam Limited and Hoima Caritas Development Organization. Eng. Tibeita was a Certified Regulator and Public Private Partnerships Specialist of the Institute for Public – Private Partnerships.
