Electricity Regulatory Authority Consults Stakeholders in Kalangala District

On September 5, 2024, the Electricity Regulatory Authority (ERA) conducted a highly successful public hearing at the District Headquarters in Kalangala, marking a pivotal moment in the region's journey towards improved Electricity services.
The public hearing focused on an application by Kalangala Infrastructure Services Limited (KIS) to modify its license; and provided an open forum for community stakeholders to engage directly with the regulatory process and express their concerns and views on the projected changes.
The hearing, chaired by Mr. John Julius Wandera, ERA's Director of Corporate and Consumer Affairs, demonstrated the Authority’s commitment to transparency. “The purpose of this hearing is to enable KIS to justify the costs outlined in their application to stakeholders,” Mr. Wandera explained. He invited feedback from attendees, noting that their input would be critical in shaping ERA’s decision on the license modification.
During the hearing, KIS laid out its request to modify its license, focusing on several key factors. Among these were the proposed adjustments to tariff performance parameters and the inclusion of costs associated with purchasing power from the Uganda Electricity Transmission Company Limited (UETCL). This modification comes after KIS integrating its off-grid systems with the National grid via a New Marine cable Project, which aims to enhance power distribution to the island district.
The hearing attracted diverse participants, including the Kalangala District Woman Member of Parliament, the Deputy Resident District Commissioner, and the District Police Commander (DPC), among other important stakeholders.
The Kalangala District Woman Member of Parliament, Hon. Nakimuli Hellen, appreciated the efforts of the Ministry of Energy and Mineral Development (MEMD) and ERA in extending Electricity to Kalangala. She urged ERA to explore zero-cost options for extending Electricity services to areas like Bukasa.
In his closing remarks, Mr. Wandera appreciated the concerns laid out by stakeholders and reassured them that their feedback would not be ignored. "Your input is invaluable," he said, committing to a thorough review of all community feedback before any decisions are made on the KIS license modification.
The public hearing represented a vital step forward in ensuring that Kalangala’s Electricity needs are met in a manner that prioritizes both transparency and accountability. It also serves as a model for fostering dialogue and trust between consumers, service providers, and regulators.
