Hon. Nankabirwa Updates the Nation on Successful Prepaid Meter Upgrade

On November 26, 2024, Hon. Dr. Canon Ruth Nankabirwa, Minister of Energy and Mineral Development, delivered a significant update on the recently concluded Token Identifier (TID) rollover exercise for prepaid electricity meters. Accompanied by the Chief Executive Officer of the Electricity Regulatory Authority (ERA), Eng. Ziria Tibalwa Waako, Hon. Nankabirwa addressed the nation during a media briefing held on the sidelines of the 2024 Uganda International Oil and Gas Summit at Four Points Hotel in Kampala.
The TID rollover, mandated globally by the Standard Transfer Specification (STS) Association, was a necessary upgrade to ensure that all STS prepayment meters could continue accepting electricity tokens beyond the deadline of November 24, 2024. Prepaid meters that were not updated before this deadline would no longer accept tokens, effectively cutting off electricity access for affected customers.
Key Milestones in the TID Rollover
Hon. Nankabirwa reported impressive progress, highlighting that approximately 2.2 million customers—representing a 95.5% completion rate—successfully upgraded their meters. The achievement includes 100% completion for customers served by KIS and WENRECo, underscoring the commitment of sector players to ensuring compliance with global standards.
However, challenges remain. About 112,000 Umeme customers and 17,122 UEDCL customers were unable to upgrade their meters before the deadline. The Minister urged these customers to contact their service providers immediately to complete the upgrade process, emphasizing that the continued functionality of their meters depends on it.

Hon. Nankabirwa commended the tireless efforts of electricity sector players in executing this vital exercise. “The success of this initiative is a testament to the dedication of our service providers and the cooperation of millions of Ugandans,” she stated. She also expressed gratitude to customers who responded promptly to the call to upgrade, ensuring uninterrupted electricity access for their households and businesses.
Hon. Nankabirwa reminded all electricity users that upgrading their meters is not only crucial for maintaining service continuity but also for aligning Uganda’s energy infrastructure with international standards.
