Profile

Ms. Safina Naggayi serves as the Head of Human Resources and Administration at the Electricity Regulatory Authority (ERA), bringing over 20 years of professional experience, including eight years at senior management level within the Electricity Supply Industry.

In her current role, Ms. Naggayi is instrumental in shaping ERA’s workforce strategy, streamlining functional processes, and ensuring that licensed industry players recruit and retain the right talent to effectively achieve sectoral goals. Her leadership is pivotal in aligning human resource practices with the Authority’s regulatory mandate and the broader strategic objectives of Uganda’s electricity sector.

Ms. Naggayi is a dedicated member of the Human Resource Managers’ Association of Uganda, demonstrating her active engagement in the national HR community. Academically, she holds a Master’s Degree in Business Administration with a specialization in Finance and Accounting from Makerere University, a Postgraduate Diploma in Human Resource Management from the Uganda Management Institute (UMI), and a Bachelor’s Degree in Commerce with a major in Human Resource Management, also from Makerere University.

Her pursuit of excellence extends beyond national borders. She is an alumna of the Senior Management Leadership Program at Strathmore University in Nairobi, has undergone executive training at Nanyang Technological University in Singapore, and completed a specialized program in Public Utility Regulation and Strategy at the University of Florida.

Beyond her professional accomplishments, Ms. Naggayi is a dedicated Rotarian, embodying the spirit of service above self. She is also an active Sports Administrator, committed to empowering youth through education and athletic development.
