The Chief Executive Office is responsible and accountable for the performance of ERA as a whole.  The Chief Executive Officer, is the Chief Representative and Spokesperson of the Electricity Regulatory Authority (ERA) on all technical and operational matters. The office ensures that ERA functions efficiently and effectively in realizing its Mission, Vision and Strategic Objectives.
 
The Chief Executive Office also develops resource mobilization strategies, programs and works in liaison with Development Partners and Government for purposes of maintaining good relations and working arrangements in the interest of the Authority.
 
Human Resource and Administration Unit
The Human Resources and Administration Unit is under the Chief Executive Office. It is responsible for implementing the Vision of the Electricity Regulatory Authority through a competent, versatile, and high-performing workforce that operates across disciplines to fulfil the Authority’s mandate in an efficient and cost-effective manner.
 
The Human Resources and Administration Unit plays a strategic role of developing and implementing Human Resource and Administrative policies, procedures, systems, structures and culture aimed at attracting, developing and retaining highly motivated staff. It provides advice, monitors performance and develops the skills and potential of staff in line with the mandate of the Authority.
 
Procurement and Disposal Unit
The Procurement and Disposal Unit is responsible for planning and managing all ERA procurements and disposal activities. It is also responsible for recommending to ERA the procurement and disposal procedures, prepare bids and advertisements for bid opportunities, issue bidding documents and ensuring value for money in all ERA procurement and disposal processes, in compliance with the PPDA Act and Regulations.
 

Internal Audit and Risk Unit
Internal Audit and Risk Unit is responsible for providing an independent, objective assurance and advisory services designed to add value and improve the Authority’s operations. Its positioned to assist the Authority accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of Risk Management, Internal Control, and Governance processes.

The Unit is also responsible for coordinating Risk Management processes in order to protect and preserve ERA assets, human resources, processes, systems through a Risk-Based Approach. This is to ensure that the strategic objectives of ERA are achieved.

Information and Communications Technology Unit
The Information and Communications Technology (ICT) Unit is responsible for the strategic planning, development and maintenance of the Authority’s ICT infrastructure. It ensures robust digital operations and supports the implementation of secure and efficient systems. The department also plays a regulatory role in the Electricity Supply Industry by reviewing ICT investments and overseeing ICT practices of regulated entities, in line with sector standards, best practices and emerging technologies.

Mandate:
To Oversee the Stakeholder Management, Public Relations, Communication, Consumer Affairs, Strategic Planning and Monitoring and Evaluation of ERA.
 
Core functions:
  1. To manage ERA’s stakeholder interests.
  2. To manage the institutional public relations and communication.
  3. To manage consumer protection and complaints resolution.
  4. To manage the strategic planning, monitoring and evaluation function of ERA
  5. To ensure enforcement of the Quality management systems of ERA
  6. Coordination of activities regional cooperation activities.
Mandate:
Oversee the Electricity Tariff Management, Planning and Research.
 
Core functions:
  1. To review applications (generation, transmission, distribution or sale) for licenses, prepare tariff structures for licenses.
  2. To determine Tariffs for generation power plants ,Transmission Company and distribution.
  3. To determine the revenue requirement for various companies in the generation, transmission, distribution & supply value chain.
  4. To determine other charges (monthly fixed charge, reactive charge, maximum demand, penalty for power theft, connection charges, etc.
  5. Manage the industry statistical database.
  6. Prepare industry reports (quarterly, annual, least cost expansion plans).
  7. Planning & Research
Mandate:
To Oversee Issuance of Permits and Licenses, Enforce Compliance to License Terms and Conditions, Investment and Network Planning.
 
Core functions:
  1. To issue licenses for Generation, Transmission, distribution or sale of electricity.
  2. To make and enforce directions to ensure compliance with licences.
  3. To develop and enforce performance standards for generation, transmission and distribution of electricity.
  4. To advise the Minister regarding the need for electricity sector projects.
  5. To provide for the procedure for investment programmes by transmission and distribution companies.
  6. To approve codes of conduct in respect of the operation of transmission and distribution systems.
Mandate:
To Oversee the Legal Matters of ERA and the ESI and Records Management.
 
Core functions:
  1. To provide legal services on contentious and non-contentious aspects of ERA.
  2. Court litigation for both criminal and civil cases.
  3. Enforcement.
  4. To provide Legal advice on regulatory and internal matters.
  5. To draft regulations and Acts.
  6. To manage the Registry and records of ERA.
Mandate:
To Oversee the Corporate and Regulatory Financial Management.
 
Core functions:
  1. To manage the financial sustainability of ERA and the ESI.
  2. To ensure timely Financial/Management Accounting and Reporting.
  3. To review the technical and financial performance of the Licensees.
  4. To undertake compliance of Licensees with the Uniform System of Accounts and develop cost benchmarks to aid Tariff determination.
  5. To undertake Investment Planning and Verification of all Investments undertaken by Licensees and ensure an updated database of approved & verified Investments.
