Eng. Rubomboras takes Oath as New ERA Board Chairperson

In accordance with Section 4 (2) and (3) of the Electricity Act, Cap 157, the Minister of Energy and Mineral Development, Hon. Ruth Nankabirwa Ssentamu, has appointed Eng. Grania Rosette Rubomboras as the new Chairperson of the Electricity Regulatory Authority (ERA).

An accomplished Electrical Engineer, Eng. Rubomboras brings to the Authority more than 30 years of hands-on experience in Uganda’s power sector at both national and regional levels. She has previously served with the Uganda Electricity Board (UEB) and the Rural Electrification Agency (REA), where she played a key role in advancing Uganda’s electrification and energy access programmes.

Eng. Rubomboras succeeds Dr. Sarah Wasagali Kanaabi, whose term as Board Chairperson ended earlier in September 2025. Her appointment was officially confirmed during a swearing-in ceremony held on 14th October 2025 at New ERA House, presided over by the Minister of Energy and Mineral Development.

The event also marked the appointment of Ms. Rebecca Kisoro, a lawyer, as a new Board Member replacing Ambassador Joan Rwabyomere, as well as the reappointment of Prof. John Ddumba-Ssentamu and Eng. Eriasi Kiyemba for a second five-year term.

In her remarks, Hon. Nankabirwa congratulated the new Chairperson and the Board Members upon their appointment, urging them to uphold the Authority’s core values of transparency, professionalism, and accountability in steering the Electricity Supply Industry. She emphasized that effective governance and leadership are essential for achieving the Ministry’s vision of a robust, sustainable, and inclusive energy sector.

The Chief Executive Officer of ERA, Eng. Ziria Tibalwa Waako, together with the ERA Management Team, witnessed the ceremony and welcomed the new Board leadership. Eng. Waako noted that the appointments come at a moment when Uganda’s electricity sector is undergoing major reforms aimed at enhancing operational efficiency, regulatory effectiveness, and access to clean, reliable, and affordable energy.

The new ERA Board, under the leadership of Eng. Rubomboras, is expected to provide strategic direction and oversight to ensure the continued growth, stability, and sustainability of Uganda’s electricity supply industry. With her vast technical experience and leadership acumen, Eng. Rubomboras’ appointment is anticipated to strengthen ERA’s capacity to deliver on its mandate of promoting a vibrant and consumer-centered electricity sector.
