CPA Gustavio Orach Lujwero Bwoch is a renowned financial management expert with an illustrious career in Uganda’s public service spanning several decades. He holds a Bachelor of Commerce degree from Makerere University and a Master of Business Administration (MBA) from the Eastern and Southern African Management Institute (ESAMI). He is also a Certified Public Accountant (CPA).
Mr. Bwoch began his professional journey in the Ministry of Finance, Planning, and Economic Development, where he rose through the ranks to serve as the Accountant General of Uganda. In this capacity, he spearheaded a number of key financial management reforms aimed at improving transparency, accountability, and fiscal discipline within the public sector. His notable contributions include the development and institutionalization of Uganda’s Medium-Term Expenditure Framework (MTEF) and the strengthening of public sector financial reporting and audit systems.
Over the years, CPA Bwoch has provided strategic leadership and expert guidance on financial governance to numerous government ministries, departments, and agencies. His work has had a lasting impact on Uganda’s public financial management systems and reform agenda.
In addition to his role as a Board Member of the Electricity Regulatory Authority (ERA), Mr. Bwoch serves as the Board Chairman of Centenary Bank Uganda Limited. He is also a founding promoter of Muni University and continues to play an active role in supporting the advancement of higher education and capacity building in Uganda.
Mr. Bwoch is widely respected for his integrity, thought leadership, and lifelong commitment to public service and national development.
