Profile

Eng. Grania Rosette Rubomboras is a distinguished Electrical Engineer and development practitioner with over twenty-five years of progressive experience in Uganda’s and the region’s electricity sector. She brings to the Board of the Electricity Regulatory Authority (ERA) a wealth of expertise in engineering, policy formulation, and large-scale infrastructure development.

She holds a Bachelor of Science in Electrical Engineering and a Master of Business Administration (MBA) from Makerere University, as well as a Master of Science in Project Management from Boston University (USA). Her strong academic foundation has been the cornerstone of her practical leadership and strategic influence within both the national and regional electricity landscape.

Eng. Rubomboras began her professional career at the Uganda Electricity Board (UEB), where she served in several capacities and gained extensive technical and operational experience. She later joined the Rural Electrification Agency (REA) as Head of Planning, where she played a pivotal role in expanding electricity access to rural communities and advancing Uganda’s Rural Electrification Agenda.

At the regional level, Eng. Rubomboras made significant contributions through her service with the Nile Basin Initiative (NBI), under the Nile Equatorial Lakes Subsidiary Action Programme (NELSAP), as Regional Power Projects Manager. In this role, she successfully managed complex cross-border power interconnection and generation projects across Burundi, Rwanda, the Democratic Republic of Congo, Kenya, South Sudan, Tanzania, and Uganda, promoting regional power trade and integration.

Beyond her professional achievements, Eng. Rubomboras is passionate about leadership, governance, and institutional development. She has served on several Boards and Committees, including the Civil Aviation Authority (CAA), Rural Communications Development Fund (RCDF), and SAFE Uganda, where she contributed to strategic planning, oversight, and corporate growth.

Recognized for her integrity, collaborative leadership, and results-oriented approach, Eng. Rubomboras is deeply committed to advancing sustainable electricity solutions and promoting regional cooperation for socio-economic transformation. She believes that “sustainable access to clean and affordable energy is a foundation for inclusive development.”
