Mr. Mugoya is the Acting Director, Human Resources and Administration at the Electricity Regulatory Authority. He is a seasoned Human Resource and Administration professional with over 15 (Fifteen) years of experience in human capital management, organizational development, employee engagement, performance management, policy development, and corporate administration.
He has served ERA since 2014, progressing through to senior leadership roles. Â He has contributed to the development and implementation of key human resource policies, organizational development initiatives, staff performance and development programmes, employee wellness, succession planning, and institutional quality management systems.
Mr. Mugoya holds a Master of Business Administration from the International Business Science and Technology University (ISBAT); a Masters in Management Studies from the Uganda Management Institute, specializing in Human Resource Management; a Postgraduate Diploma in Human Resources Management from the Uganda Management Institute; and a Bachelor of Social Sciences degree from Makerere University. He is a registered Member of the Human Resource Managers Association of Uganda.
