Profile

Steven Mwandha is a Corporate Governance Professional, serving as the Secretary to the Authority and the Chief Governance Officer at the Electricity Regulatory Authority (ERA), where he provides strategic leadership and governance oversight for Uganda’s Electricity Sector. With over 23 years of distinguished experience in legal practice, corporate governance, and utility regulation, he plays a vital role in aligning the Authority’s regulatory operations with national laws and international best practices.

An Advocate of the High Court of Uganda and all subordinate courts, Steven also serves as a Commissioner for Oaths and Notary Public. His career began in legal practice, where he built foundational expertise in litigation, corporate legal advisory, and compliance, before transitioning into regulatory leadership. His service at ERA since 2010 includes pivotal roles as Legal Expert, Manager Legal Services and Regulatory Compliance and the Secretary to the Authority, contributing significantly to the development of sectoral policy, licensing frameworks, and statutory instruments critical to national energy infrastructure.

Steven holds a Bachelor of Laws from Makerere University, a Postgraduate Diploma in Legal Practice from the Law Development Centre, and a Master of Business Administration (MBA) from the Eastern and Southern African Management Institute (ESAMI).

Steven is A certified governance professional and an ESG expert, a member of the Uganda Law Society, East Africa Law Society, and Institute of Corporate Governance of Uganda and has championed the integration of Environmental, Social, and Governance (ESG) principles within ERA’s operations and a leading voice in embedding ESG principles into corporate operations, driving sustainability and accountability across the energy regulatory landscape.
